Why is there a fee for an Australian ETA, but it is not considered a Visa?

US Citizen's traveling to Australia are required to pay a fee when registering for their ETA, however the United States ESTA program is completely Free. Doesn't that in effect make the ETA a Visa?

According to the Australian Visa Bureau, "the ETA replaces visa labels or stamps and removes the need for application forms. The Australian ETA is an electronically stored authorisation for travel to Australia, meaning you don't need paper documentation or a stamp in your passport."
This is confirmed by the Australian Electronic Travel Authority, "you will need to apply for either a visa or an ETA (Electronic Travel Authority). An ETA will let you spend up to three months in Australia."

Good research, but why is there still a "Service Fee" which seems to me is just a convenient term for "Visa Fee".
