You have a good start by defining the items to track - cell phones, wallets and keys. I would sample public transit in the geographical area you're studying: bus/light rail; airports; taxis; shuttles; and airport gate areas. They probably have a good idea of ridership, which gives you a population from which you can derive a percentage. They also probably have a lost and found department, which can give you an idea of the amount and types of items they find. It may vary by time of year, week or day.
