The dollar store should be the first place you look. You'd be surprised at some of the things you can find there for crafts! They're really good for scrapbooking supplies as well.
Next stop: Your local craft store. Either an independent retailer or a place like Michael's. http://www.michaels.com/art/online/home
Then, try any gift stores in your area; maybe a hallmark store, or the Shipping Store.. something like that. The kind of places you buy cute things and get them gift wrapped. They often have quite good supplies.
Finally... Search online. Try eBay. Heres a place to start looking.

Where can I find nice (but cheap) colorful tissue paper? preferb in teal? c'mon crafters, shed light on yo' secrets!
