Rotties shouldn't be more than 27" tall (shoulders, not head), usually shorter. If you wanted to make the opening so the dog didn't have to "duck", you should be fine with 24", more or less. Suitably sized Dogloo or Vari-kennel openings are about that 24". Width should be 18" or so (again, based on dog size and comparable dog containers.)
Our Rotts have never had an issue with ducking through slightly short openings so long as there is ample room to turn around inside the structure. They do seem to like to hang out in the doorway to watch the world, though!

I would suggest a rubber flap cut into slits like a curtain if it gets cold in your area.
