I would read reviews and compare prices on Amazon first, there seems to be a lot of Singer and Brother models for under 250 that seem to have good ratings.

I am looking for a sewing machine which can be had for between $150-$250
I am buying it for someone who knows how to use a machine fairly well but has not owned one before. They are not going to do any quilting but want to try making their own clothes.
