This looks like stencil graffiti, which is about 25 years old and started in Paris and Sydney:

This is perhaps my favorite looking graffiti, regardless of the talent involved.

From what I've seen at art shows and around the city.
The street art format is called "Stencils"
And the graffiti culture could be any or all of the following, "activism", "guerrilla art", or "propaganda".
