What type of graphics are you most interested in doing? Websites? Flyers? Brochures? Or are you thinking about 3D graphics for movies and games. The term graphic design covers so much area it is difficult for me to recommend where for you to get started.
I personally got started doing graphic design for websites using paint shop pro. I don't use paint shop pro anymore because I use adobe photoshop now. Some people start off with Bryce 3D and move up to Maya. Some people are artistically inclined and start with paper and pencil... or watercolors and turn to gauche.
It really all depends on what type of graphic designer you are.
Ryan Lacdaco has always been one of my favorite web designers. I included a link to his site. Although he doesn't update his site that much and it isn't specifically graphic design in the sense of theory he does offer some photoshop tutorials and a cool site layout that has evolved over the last few years.

The books are aimed at individuals who plan on working independently. The books are easy to understand and follow a pretty precise method.
Sop by Borders or Barnes and Noble, both stores have a large selection of PC and MAC self-study books. You can also go to ther websites and order online.

Are you a self starter? If you can work independently, I would advise you to pick up one of the "Graphic Design for Dummies" books at Borders or Barnes and Noble. The books are aimed at individuals who plan on working independently. The books are easy to understand and follow a pretty precise method.
