Anyone know where I can find good quality, not expensive, stock photos of Jerusalem?

You can find free or inexpensive stock images on www.sxc.hu They have a good selection of images of Jerusalem.
Stock.Xchng as it is called offers plenty of graphics, images, borders and cutting edge designs for free! They also offer some low priced premium images, but you can typically find what you are looking for free.
I use sxc.hu for most of my personal designs.

You will need to register in Flickr, then please check out this advanced search that I did for you:
http://www.flickr.com/search/?q=jerusalem&l=cc&ss=2&ct=6&mt=photos&w=all&adv=1
Those images are Creative Commons, that means that you are free to use them but need to make clear that anyone can use them too.
Alternatively try using this link in Picasa:
http://picasaweb.google.com/lh/view?imglic=creative_commons&psc=G&uname=vladimir.vasquez&q=jerusalem&filter=1#
I dont know if this will work, if don't, try registering in Picasa and replacing my username "vladimir.vasquez" for your username.
Those photos are creative commons too.
