Are there some people who don't deserve forgiveness?

Nobody "deserves" forgiveness... it's not something you can earn, no atonement will win you forgiveness from whomever you have offended. Forgiveness is grace, flat out. Doesn't matter whether it's your next door neighbor or some Divine Being - forgiveness is grace and grace is not earned, it is freely given.

That being said, my opinion is that forgiveness is a gift we give ourselves (those who have been offended give forgiveness not to benefit the offender, but themselves, in the process of grieving and/or healing). Forgiveness can be given without ever even contacting the offender.

Forgiveness in no way requires forgetfulness, neither does it require resumed fellowship.

Anytime that anyone gives forgiveness, they give a gift - even if they never let anyone else know that it's been given.

Since I am a pagan, I don't believe in divine forgiveness. The universe doesn't discriminate when it comes to whether someone is good or bad. Karma is absolute. What you put out into the universe will come back to you. Karma is not forgiving, and you can't counteract bad karma with good karma. If you have done something that is morally reprehensible, that bad energy will come back to you in multiples of three. You must accept your karma for past deeds, even if all your subsequent deeds were good. That good karma will come back to you as well, but not before you atone for the negative energy you sent out into the universe.

Forgiveness is something humans invented to make themselves feel self-righteous, as if they had the right ot decide whether someone was deserving or undeserving. It has been said that "forgiveness is a gift you give yourself", therefore making forgiveness a selfish act. So it doesn't really matter if someone is deserving, it matters if one human chooses to forgive another. Human forgiveness is meaningless, because karma will have its way, no matter what we do.

From the Christian viewpoint, we don't forgive others because they deserve it, but because if we want God to forgive our sins we must forgive those who sin against us. Forgiveness isn't a gift we give ourself, it's a gift from our Heavenly Father. I do believe that "what goes around, comes around," but I don't call it karma. I call it a blessing from above.

Everyone deserve forgive no matter what the did. Like when someone did something negative to another human being. It is human to be mad at that person and say that you can never forgive that person But really after a time goes by you can only forgive that person if only it is being asked for it because in that way you know know that they are really sorry. If that person ask you for forgiveness and your heart refuses to forgive you just letting them eat you up inside. You have to be able to forgive that person to learn how to forgive and move on with life. When you do forgive you have to learn to forget it and start all over again. For instance if you are arguing with that person again and you brought up the past you really did not forgive that person what the did. Your heart and soul have to forgive and forget life is too short to be holding grudges against someone.
