Are the Phoenix Coyotes Moving to Southern Ontario? If not what is stopping them?

Not if the NHL can stop it. What's stopping them is money. If the Coyotes move their will be issues with encroachment on both Buffalo and Toronto's territory. There is also the expectation that the RIM money would cause the average salary in the League to rise which adversely affects all the teams. If the NHL did put another team in Southern Ontario they would want it to be a new team so the expansion franchise fee went to the NHL (and the current team owners) rather than the Coyote's creditors.
There has also been some discussion on whether Balsillie doesn't "fit in" the old boys network that is the current NHL owners and may have ruffled some feathers by trying to get a team into Southern Ontario by the back door which can't help his chances.
