Are the exploding packages at the Maryland govt. building a terrorist attack?

Technically, the two packages that you speak of in Maryland are not exploding packages because they did not explode. They are incendiary devices because they burned and didn't contain any explosives, they didn't explode. Regardless of whether it was exploding are not, it clearly is an act of domestic terrorism. This is because these packages were meant to instill fear and possibly harm other human beings. I had heard that the packages were sent through the United States Postal Service, which makes me think it was a domestic attack.
Whether it be domestic terrorism because of some racist or anarchist group, or in the international terrorism like Al Qaeda, it should be taken seriously. Even though the packages did not cause significant damage, they should be taken seriously and perhaps mail delivery services should learn from the mistakes committed in this incident. Mail delivery services will most likely be more restrictive in scanning and perhaps searching suspicious packages.
All forms of terrorism are meant to be harmful psychologically and physically therefore we should be more aware of what is around us so we can possibly prevent these acts of terrorism, big or small, from happening again
