Are the dungeons/treasures/monsters randomized in Titan Quest, similar to the Diablo series of games?

All monsters and loot are random in Titan Quest. But the levels are NOT randomly generated. This is because the developers decided that, visually, a random dungeon just couldn't look as good as one that had been carefully built from the ground up.
