As mentioned, the E indicates an Edge connection.
There is no reason to remove it, but jailbreaking the phone and replacing it with another icon is an option.
To clarify the answer given by @akalair, the E is not displayed rather than the 3G or wifi icon. The phone switches between Edge and 3G, but either of these cellular connections can be used simultaneously with wifi and so they are not exclusive to each other. For example, on a first generation iphone you can browse the web over wifi while on a phone call over edge.
Finally, there is no reason to disable data roaming unless you understand the feature and actually want to. Likewise, I don't think turning off push notifications is a good idea as smartphones and pushed data go hand in hand. Neither of these has anything to do with what cellular connection you are using either.

Go Settings > General > Network > Cellular Data Network:
Set the APN name to DISABLED (or any other random name). Whenever the
iPhone tries to switch to GPRS mode, the connection will be failing
(and you will not be charged).

The E means your on Edge rather than 3G or Wifi. To remove it:Go Settings > General > Network > Cellular Data Network:
Set the APN name to DISABLED (or any other random name). Whenever the
iPhone tries to switch to GPRS mode, the connection will be failing
(and you will not be charged).
Make sure you also disable “Data Roaming” from the Network menu.
Also, in “Fetch New Data”, disable the “Push” and set “Fetch” to
“Manually” (this last step should not be required, but do it just in
case).
