this may be because apple doesn't want to be in the chain of liability when some user drives off an unfinished bridge into a river. or it may be because apple wants to sell this functionality themselves.

You will need to be connected to the internet in order to have navigation.
GPS software coming out in the near future (TomTom / probably Garmin too) will contain map packs, but this software will be useless without the GPS feature of the iPhone.
You can use Google Maps and Google Earth on your iTouch, but you must be connected to the internet.

Without the GPS receiver of the iPhone, you are relegated to the use of wi-fi and cell tower mapping. That being said, there are scads of apps for you to choose from, if you jailbreak your ipod touch. If you don't want to ruin your unit by jailbreaking, the $20 update from Apple seems like the only sanctioned way...
