M$Three is old enough to understand that their not being trained is not a good thing. They're being stubborn: they're capable, but not cooperating. When my son did this, he had to stand in the tub and rinse out his own underwear. I only had to have him actually do this twice. The third time, the threat of it was enough, and he started trying hard from that point and was pretty much trained from that point on.
I started *much* earlier with my next two kids, and wished I'd listened to my doctor with him. My doc told me that if you wait until after 18 months, it's going to be tough, but it's easy before that point. He was right.
