It depends on how old they are. Grade school boys generally behave that way, they have a crush on some little girl so they get her attention by picking on her. But once a boy gets a bit older that sort of behavior should cease, and it it continues I'd say the boy is either a case of arrested development or just plain mean.

Well, it really depends on individual. There are boys who are naturally mean, some boys want to catch the girls' attention and maybe, some see girls as their competition.

When boys are mean to girls, it must be because they want attention from the girls who attracted them. They just didn't recognize or realize their need for attention
However, in some cases, the boys are mean to girls because they just want to be mean without any apparent reason at all.
Nevertheless, Boys who cannot accept the fact that they like girls would try to act this out by not treating girls well. When boys recognize that they like these girls and accept the fact that they would be vulnerable because of these attraction, they will soon find positive and healthy ways of getting their attention by being extra nice and sweet to them.
Only those boys who are afraid of themselves and their feelings, who are afraid to get hurt and those who has low opinion of themselves are mean to those girls that attracts them. This is because they are afraid to be rejected by these girls. Hence, they are the first one who would try to hurt these girls they are drawn to. That is my opinion from observing and reflecting on human nature.

How old are these boys? lol If they're like just grade schools, then there's a possibility that these boys like the girls. They're just playing a little to get the girls' attention. We girls acts this way too. In my case, up until now. HAHA! But it still depends on the situation though.

But there are times when boys are mean to girls because that's their intention. To be mean. Maybe they just don't like the girls. Grade school boys have different interest during these times so I think it's pretty normal for them to hate girls for a while.

But if a grown up guy acts like this, I think he just don't like the girl.
