The answer is that you cannot describe colour to him if he is blind from the birth (you need to refer to some object to describe colour). But it is pretty easy to describe colours to him if he became blind after he was grown up enough to identify colours and name them easily (at least 5 years of age).
But at the same time, there are very complex scientific ways used in medical field to make a blind man see with the help of images created in his brain. But then, he cannot be called a blind anymore in the true sense.

Actually, I think a good way to do this I learned from a movie I remember watching in the 80's called Mask. The move starred Cher, Eric Stoltz, Laura Dern. Eric Stoltz plays a character who tries to explain color to a blind girl, Laura Dern. In the movie he uses ice to exemplify blue, and something hot to exemplify red, etc... It seems appropriate.
