More emphasis was put on female statues at this time. Hence, many of the women were "thicker" in these structures because this feature revolved around the issue of fertility, not sexuality. Since these statues weren't based on sexuality, overall tone and other attributes were recognized with less emphasis on the penis. This is my understanding, however there are several different views regarding this. I hope this answers your penis dilemma!

In ancient Greek culture, large penises was considered comical. Usually old men and barbarians were often portrayed with large penises for comical effect.

I would assume it's because the penises were not erect, so they wouldn't generally look huge. Also, the artists had no reason to exaggerate the way SOME men like to today :p
