My family has been debating what kind of animal is Goofy? and if a dog what breed?

Goofy's definitely a dog. It doesn't appear that he is based on any particular breed of dog (neither is Pluto, for that matter).
Goofy's first appearance (then called Dippy Dawg):

In addition, the biggest difference between Goofy and Pluto is that while Pluto is a straight up dog, Goofy was meant to be more of a human-dog hybrid, as weird as that sounds.

Goofy is part human and part dog, so he's essentially a humanoid dog, a hybrid. He was patterned after a Gordon Setter, yet he's more so a mutt. Contrary to Pluto, he walks on two feet just like a human, drives a car, talks, and acts like a person.
In the 1930 Mickey Mouse cartoon "The Chain Gang" Pluto was a bloodhound. This character was later adapted into Minnie Mouse's dog Rover. His name was later changed to Pluto after the planet was discovered
and he also became Mickey's best friend.

I read both of the articles you list as sources carefully, and I didn't see any reference to a particular breed of dog in either of them.
Goofy's definitely a dog. To my eye, he looks like some kind of hound. They tend to be big and loose-limbed and bump into things and generally cause havoc, and that's how Goofy is.

Just opinion. I didn't Wiki it.

Goofy is a dog for sure. Who knows what breed? I don't think that Walt was thinking about that when he imagined the character. Pluto and Goofy have many similar chacteristics, mostly in the face and ears. The most striking differences come in the hands and feet. Notice that Goofy has fingers and an opposible thumb like humans. Maybe this is why they developed diffenertly.
Contrary to popular belief that Goofy is actually a cow, the Disney Archive character history lists Goofy is anthropomorphic dog, just like easyeboy said. Goofy was meant to walk upright, wear clothes and talk like a human, where as Pluto was meant to play the role of a pet. Unfortunately, there is no concrete evidence as to what breed of dog Goofy is.
