It is extremely likely that they do. Like all of the collapsed star objects like neutron stars, the collapse has the same effect as an ice-skater spinning and pulling her arms inwards so as to spin faster. The conservation of angular momentum is at work. During collapse, if there were any angular momentum in the starting state, it would be magnified by the collapse, causing even faster rotation.
