Why hasn't the U.S. Food and Drug Administration ever approved caffeine for use in alcoholic beverages?

I'm confused... Why would the FDA need to approve this? We have Coke, Pepsi and (gulp) Jolt. The FDA doesn't need to approve beverages... and I don't think they need to approve alcoholic beverages (except the maximum percentage of alcohol). And bars have been serving rum and Cokes for a number of years without FDA approval...

I haven't heard of a case in which the FDA needed to approve this...

I thought it was odd too. Why would they need to approve it right?

The FDA is now telling certain alcoholic beverage makers that,

To date, the FDA has only approved caffeine as an additive for use in soft drinks in concentrations of no greater than 200 parts per million. It has not approved caffeine for use at any level in alcoholic beverages.

I was just wondering why (odd that they would need to) haven't they done this already when caffeine has been approved in N-AB for a long time.
