Airtran offers standby tickets to anyone aged 18-22 for $70 anywhere they want to go. Do any other airlines do something like this where I can get a cheap ticket if I wait to see if they have empty seats on their flight?

no, you didn't understand my question, the link you sent me basically confirmed that airTran is the only airline that does standby if you don't have a ticket.
