There is a rainy season in Costa Rica with July being typically one of the wetter months.
But really the best time to go depends on what you are wanting to see and do,plus when you have the time to go.
heres a link to a site that can give you more details about what the weather conditions normally are during a typical year.

Really when it comes to visiting Costa Rica I don't think any time is a bad time, even during the rainy season its still beautiful.
plus fewer people and better deals.
The beachs are incredible. The people are friendly and Guanacaste province has some great resorts, depending on what your looking for, you can probably find it there.

After checking a few travel sites, Guanacaste has warm tropical climate with a dry season from December to April. Rainy season (also known as the green season) is from May to November.
