My vote is for Harry Connick Jr.

I suppose he might be getting a little old, but he can REALLY sing the Sinatra style and he has Broadway and television acting experience. Plus, he's already got the blue eyes!

I'm tempted to go with Peter Facinelli? He's a pretty good actor, he's Italian, and he looks alright in a retro hat:

I think ideally you'd cast an unknown, but if you wanted a guy with some acting experience, this could work...

Sure, it can be done (Jamie Fox as Ray Charles) but it takes a very seriously talented actor.
That said my vote is for Michael C. Hall - because he's amazing. Though the dexter association might be tough to break.
James Franco was a very good suggestion. I never realized how much he looks like a young Frank.

Sort of feels like it has to be someone of Italian descent, no? If ever a role seems destined to be filled by an Italian actor, it's Frank... I'm tempted to go with Peter Facinelli? He's a pretty good actor, he's Italian, and he looks alright in a retro hat:

Heck no! That bloated man-boy? I'll grant you he can act, but there are certain roles that he just was not built for - and rock 'em, sock 'em Frank was not one of them.

It's tough to say. Personally I'd love to see them go with a no-name actor. Its a lot harder to think of someone as a famous person (Frank) when they're played be another very famous person. Sure, it can be done (Jamie Fox as Ray Charles) but it takes a very seriously talented actor.

You're joking right? I can only assume because you've picked all tiny, scrawny man-boys.
1. Tom Cruise is too old and troll-like. He couldn't be suave if he got hit in the head with a shampoo bottle
2. Leo is too boyish
3. Topher's too scrawny and innocent looking
4. Justin's too Disney commercial
5. Frankie is too....well have you seen pics of him lately? A man-boy redneck is the exact opposite of Sinatra. Pass.
I say back to the drawing board!
