Firstly your question.

Have you contacted your internet provider? They may be able to help you better than most members on the site. It would be most recommended as there might be a problem with their service.

Secondly your question's layout

Try not to use text talk in questions like "y" instead of why - and shortening words like "dwn" instead of "down"

I completely agree with @cjd you need to contact your provider. You also don't tell us if you have DSL or Cable or any other myriad of connection types, each one would have different reasons for poor connection speeds.

I also would recommend that you pick your category better. This doesn't really fall under "actors".

I didn't notice the category was Actors. Unless this is all an "act" and you don't need help - I would recommend putting it under Technology & Internet - a more suitable category.
