Typically a song in a movie is included on the soundtrack only if the artist allows it to be included. The movie studio only gets the rights to put it in the movie--just because it's in the movie doesn't mean they're allowed to put it on the soundtrack. In this case, the owners of the 99 luftballoons did not allow them to put it on the soundtrack. It's too bad--great music!

How come the Watchmen Soundtrack does not feature "99 luftballoons"??
It is one of the major songs in movie, but it does not have it on the soundtrack. it is played when Dan (Nite Owl II) and Laurie (SIlk Spectre II) are having dinner together.
