No, for two reasons: the download you're referring to is actually a custom hack for the game Bioshock, and it only works with cards that are capable of using Shader Model 2..
A GeForce TI4200, or any card from the GeForce 4 series, doesn't work with Shader Model 2. Shader Model 2 requires a minimum of the GeForce 5 series (GeForce 5200 FX and better).
As for the "download", what you're referring to is a hack that was released for Bioshock. Bioshock was coded using the newer Shader Model 3, which older video cards weren't capable of using. In order to get around this, a hack was released that allowed the game to be played with older video cards that were only capable of using Shader Model 2 (like the GeForce 6600 GT, and the whole GeForce 6 series).
If your video card isn't already capable of using Shader Model 2 - and the GeForce TI4200 isn't - then this download won't do anything for you. Sorry.
