Number one is the faltering economy, tax revenue is down, number 2 is the 2/3rd requirement for tax increases, it makes really hard to pass a state budget, number 3 is the voters don’t want to pay for everything they approve like new prisons. 4 you have the state providing services for illegal aliens, these costs should be paid by the businesses that wanted them, not the average taxpayer, 5 you have the special interests, again prisons come up because the state passed all kinds of new laws and did raise taxes to pay for the prison building scheme, you also have other jobs that could be moved online such as applying for food stamps, you could offer more college classes online and just have people come in and take the test, you could also increase class size in tough times to save money and you could let go of older workers and keep the lower paid younger ones because that’s how they do it in the private sector.
