The Covenant of Pestilence spell is only available to the Dark Templar and is available after you achieve level 20. Higher ranks of this spell are achieved at level: 40, 55, and 70. The Dark Templar falls under the soldier archetype which include The Conqueror and The Guardian.
Covenant of Pestilence Info
When the spell is activated, there is a chance that any attacks against the Dark Templar will trigger poison damage to nearby enemies. The templar's movements are restricted during this time and only one Soul Covenant may be activated at a time. As you progress to higher ranks, the probability of triggering the poison damage as well as increasing the effected areas. There are also two feats in conjunction with the spell they are: Body of Pestilence (removes the movement penalty) and Pestilential Cloud (increases the area of effect.-
