Winds of Chaos refers to an Easter egg in Warhammer Online: Age of Reckoning in which a Chaos Portal north of the Arena in The Inevitable City will teleport the player to several locations: the moon Morrisleib, a bird's nest, a boat, an island, a frozen wasteland, or zone reminiscent of EA Mythic's previous game, Dark Age of Camelot.1
Make your way to the back of the Arena, avoiding packs of fighting enemies. Head north until you see some floating rock formations. Jump across until you find the remnants of a Portal, then jump down to the rocks below. Enter the tunnel ahead and make your way to the top. Then carefully jump across to the Portal in front of you. Proceed through and you've entered the Winds of Chaos.
