Stephen Payne Video
The London newspaper The Sunday Times reported that Stephen Payne, lobbyist and member of the Homeland Security Advisory Council, offered to take cash in exchange for arranging meetings with top-level Bush administration officials.1 His statements were recorded on tape during an undercover investigation by a Sunday Times reporter.
