1. The program is called Healthy San Francisco
2. The city hopes to enroll 45,000 people in the first year of the program
3. Until November, the program is open only to those living below the federal poverty line
4. After November, enrollment is open to all those who have been uninsured for at least 90 days, regardless of income or immigration status
