Guide Note:Barack Obama has been rated as the "Most Liberal" member of the Senate in the National Journal 's 27th annual rankings of Senate votes. In his first two years in the Senate Obama ranked 16th and 10th,. The methodology used was to rank senators relative to each other based on 99 key votes, in three areas: economic issues, social issues, and foreign policy. Obama voted with the liberal position 65 of 66 times. He missed 33 of the votes that were used to determine the ratings, which may have affected the results.
