February 28, 2008: Kofi Annan announced that Party of National Unity President Mwai Kibaki and Orange Democratic Movement leader Raila Odinga have agreed to form a coalition government. The power-sharing deal between the two political rivals was expected to quiet riots that broke out following the disputed 2007 presidential elections.

Cabinet Criticisms

Although the agreement put an end to violence that claimed between 1000-1500 lives, critics of the new Coalition Cabinet claim that it is too large and expensive to efficiently serve the public interest. Each of the 40 cabinet members is paid a salary of $16,000 a month, given two cars and assigned 5 security officers.¹
