Davis was elected to the Virginia House of Delegates in 1997, and reelected in 1999. After Herbert H. Bateman announced his intention to retire in 2000, Davis ran for and won the Republican nomination. She won with 58% of the vote in November. She was reelected in 2002. In 2006, she won her fourth term.

In 2001, Davis' first piece of legislation, HR 1015, the SGLI Adjustment Act, was passed. It increased the amount of money paid to beneficiaries of members of the United States Armed Forces, who died between November 1, 2000, and April 11, 2001
