The reason I was given was that with car seats, the seat belt goes through the base and secures the base and then your child is seat belted in (similar to a car). With a booster however, only a lap belt goes over the childs lap so if there is horrible turbulence or a crash, it will not secure you child properly as the booster could come right out from under them. This is why you always want to use the latch system in cars when using booster seats as well.

On a flight a few days ago, the flight attendant told the parents behind me that the booster seats that the parents had for their 4-6 year old girls were more dangerous than nothing at all. Don't know the reality or the reason, but thought I'd point that out.

The job of a booster seat is to lift the child up so that the shoulder harness fits correctly. Since there is no shoulder harness on an airplane, there's no need for a booster. FAA regulations prohibit the use of a booster seat on an airplane.
