Guide Note:The former Chinese Communist Party boss of Shanghai, Chen Liangyu, was sentenced in April 2008 to 18 years in prison for stealing money from the city's social security fund. According to reports, Liangyu, a political ally of former Chinese Communist Party head and one-time Shanghai Mayor Jiang Zemin, helped remove billions of dollars from the city's social security fund. The money was allegedly spent to enrich Liangyu's colleagues, friends, and business contacts. Liangyu was arrested in September 2006.
